I-10/Mt. Vernon Interchange

R&M Consulting Engineers (R&M) is providing professional services to San Bernardino Associated Governments, acting as San Bernardino County Transportation Authority (SANBAG) for the Project Study Report-Project Development Support (PSR-PDS) Project Initiation Documents (PID) for the Local Street Operational Improvement Project. The PSR-PDS will utilize existing available information to identify support costs for the work and studies needed to complete the Project Approval and Environmental Document (PA&ED) phase and to gain Caltrans approval to advance the project. R&M services include studies, reports and drawing necessary to complete the PSR-PDS phase and obtain Caltrans approval. 

I-205 HOV 8 Lane Widening

R&M was selected to study and complete the PSR/PDS for this project on expedited delivery basis to meet SJCOG’s 2018 RTP Programming schedule.  Project involved widening of 12.5 miles I-205 freeway between the Alameda County / San Joaquin County line to the I-5 Connector to accommodate an HOV lane in each direction.  The project would also involve widening of 19 bridge structures (both over and under crossings) between the limits.  Eighteen will be joined in the median to form 9 new structures. R&M studied numerous other features such as placement of Continuously Reinforced Concrete Pavement (CRCP) throughout the entire corridor across all 8 lanes, drainage improvements, additional noise barriers, improved over head signage, striping, soundwalls, retaining walls, fiber optic trunk line and other ITS features.  The PSR/PDS document was completed and signed within six months of start date.

I-205 Mountain House Parkway

R&M is retained by Prologis to complete PA&ED phase of I-205/Mountain House Parkway interchange improvement and roadway widening of Mountain House Parkway from I-580 to I-205 In cooperation with Caltrans District 10, and the SJCOG. The build alternatives current cost is $67 million for construction and right of way. These alternatives and cost are currently being refined at the Project Approval and Environmental Document (PA&ED) phase. For the interchanges, R&M completed the geometric design, traffic studies, design exception fact sheets, right of way data sheets and PSR-PDS in 2015. Two major key points include Improving the interchange to provide an acceptable level of service with the projected traffic volumes that will result from Cordes Ranch Specific Plan development, STAA upgrades at intersections, and incorporation of the latest ITS and freight movement technology.

US 101 De La Cruz Interchange

R&M is the Prime Consultant to the Santa Clara Valley Transportation Authority for the Project Initiation Document (PID) and Project Approval/Environmental Documentation (PA/ED) phases of the $28 million US101/De La Cruz Boulevard Interchange in San Jose. The project involves reconstructing the existing three-quadrant cloverleaf interchange to a Type L-9 partial cloverleaf interchange and widening the existing bridge over the freeway from four lanes to eight lanes. In addition, the ramps will be realigned to facilitate a bike and pedestrian friendly design. Adjacent local street intersections will also be modified as part of the improvements. R&M prepared and gained approval for the PSR/PDS document in November 2012. The project is currently in the PA/ED phase and Caltrans is in the process of reviewing the Environmental Document, other technical studies and Project Report submitted in early 2013.

I-880 HOV Lane Extension

R&M was retained by the Alameda County CMA to prepare preliminary design plans and a Project Study Report for a $100 million widening of I-880 corridor between Marina Boulevard and Hegenberger Road, to include an extension of the southbound HOV lane northerly for 3 miles.  Caltrans District 4 provided the oversight with reviews from Federal Highway Administration (FHWA).  R&M completed the PSR in January 2007 on an accelerated time frame in order for the project to obtain California Measure 1B funding.  This newly funded project includes bridge replacements at Marina Boulevard and Davis Street, widening of the southbound I-880 lanes and bridge over San Leandro Creek, complicated stage construction planning, drainage revisions, sound and retaining walls. The project was on schedule and allowed CMA to obtain funding for project implementation in 2007.  The project also included extensive assistance to CMA on other CMIA applications, several of which were successful.  R&M completed final design of the project between Davis Street and Hegenberger Road in 2013. 

Route 99/Kiernan Avenue Interchange

R&M, as Prime Consultant, has completed preliminary design, PSR, Project Approval/ Environmental Document (PA&ED) and PS&E for the $30 million reconstruction of the existing interchange on Route 99 at Kiernan Avenue (SR219).  The purpose of this project is to meet anticipated traffic growth from planned housing and business development. R&M developed geometric and bridge design, traffic studies, right of way data sheets for the PSR and Project Report.  Geometric design, traffic studies, design exception fact sheets, right of way data sheets and PSR were completed by R&M in 2008.  R&M completed the Draft Project Report and LSA completed the Draft Environmental Document in 2010.  PA&ED was completed in 2011.  R&M completed the final interchange and bridge design of the interchange for construction in 2012.  Construction completed in 2016. 

I-205 Auxiliary Lane

R&M, as Prime Consultant, completed the design and preparation of the Project Study Report for construction of 4 miles of auxiliary lanes on I-205 in the City of Tracy.  The auxiliary lane improvements, between Mountain House Parkway and McArthur Road, included the 6-lane widening project.  The auxiliary lanes required extensive soundwall and retaining wall construction to prevent right of way acquisition.  The improvements served to relieve congestion on the mainline between interchanges due to merge and diverge movements.    Modified I-205 bridges was required over Corral Hollow Road and the UPRR.  R&M completed the environmental document management and Project Report.  Geometric design, traffic studies, design exception fact sheets, right of way data sheets and Draft PSR were completed in 2006. The final PSR was completed in 2007  The project cost is estimated at $40,000,000 in 2006 dollars.

I-5 Interchange Improvement

R&M as the Prime Consultant for City of Stockton prepared the PSR, PR, Environmental Document, Preliminary and Final Design for a $500 million City of Stockton project to upgrade two existing interchanges, construct two new interchanges and widen eight miles of Interstate 5 in the northern Stockton area.  Growth in traffic on the I-5 corridor, as well as approved and planned land development in North Stockton and the orecasted traffic increases are creating the need for these improvements.  Hammer Lane at I-5 is an existing narrow diamond interchange that required reconstruction in order to accommodate existing traffic and future traffic.  Otto Drive at I-5 is a planned new narrow diamond interchange which would provide traffic relief to the Hammer Lane interchange.  The existing interchange at Eight Mile Road and I-5 was reconstructed to accommodate traffic generated by Spanos Park West.  The North Gateway Interchange is planned to access a new east-west regional expressway between I-5 and Route 99.  New interchange improvements was needed to accommodate the forecasted traffic north of Eight Mile Road and the additional east-west regional traffic.  Freeway widening included inside widening, closure of 22 bridge structures and construction of a new High Occupancy vehicle (HOV) lane.  Funding came from San Joaquin Measure K, state and private sources.  R&M completed the PSR for the interchanges and the Supplemental PSR/ Project Development Support (PDS) for the widening project in 2007.  The Final Design was completed in 2010. The construction was completed in 2013. 

Route 99/Hammett Road Interchange

R&M, as Prime Consultant, completed the concept design and preparation of an Environmental Document and Project Report for reconstruction of the existing interchange on Route 99 at Hammett Road.  The purpose of this project is to meet anticipated access needs to and traffic growth from planned housing and business development. This area of Stanislaus County is expected to grow rapidly in response to its proximity to Bay Area jobs and affordable housing in the San Joaquin Valley.  R&M is completed geometric design, traffic studies, design exception fact sheets, right of way data sheets. The PSR, was completed by the end of 2008.  R&M was under contract to develop alignment, profile and cost estimates for the western end of the new North County Expressway, which will tie into the Hammett/Route 99 interchange.
